The Foundation and the Bingham Centre for the Rule of Law received funding from the FCO’s Arab Partnership Fund to work in the Occupied Palestinian Territories. The Foundation concentrated on issues concerned with the more effective running of the criminal courts and human rights law training for the judiciary.
The Foundation also received funding from EUPOL COPPS (EU Co-ordinating Office for Palestinian Police Co-operation) to conduct three discussion workshops with members of the Palestinian judiciary and further visits to examine ways in which the internal administration of the High Judicial Council might be improved.
As part of this project the Foundation in collaboration with Bristol University produced a training manual, Building Human Rights into Practice. This was to assist Judges and Prosecutors on the application of Human Rights Law in the administration of criminal justice in Palestine and is available in English and in Arabic. The manual is limited to criminal justice issues, and places particular emphasis on the caselaw of the Arab Charter of Human Rights and the UN human rights instruments to which Palestine has agreed to adhere, although examples are also given from the European Court of Human Rights, the Inter-American Court of Human Rights, and other overseas human rights jurisprudence.
